With net population losses in recent years, California is set to lose a Congressional seat after the 2020 Census for the first time in its 170-year history. Some leaving the Golden State are bringing their businesses to places like Tennessee with them. Others are young workers seeking a more attractive cost of living. “Actually, the ones who are leaving are family-age people, from 30 to 54 — that’s the group that’s leaving,” says Joel Kotkin, a fellow at Chapman University. California’s unique culture of innovation may suffer as a result – which can have larger economic ramifications for the entire nation. The assets accounting for the state’s R&D prowess aren’t easily replicated in other places. “There is no substitute for California,” Kotkin says.
